The idea of establishing a new criterion of possibilities that can greatly modify our conception of the Moon as an inert rock above our heads is a great tool that is to be used in shifting of our current evolutionary paradigm.
The neverending interest in exploring the unknown is deeply rooted into our species DNA, which is why the concept of space colonization has fueled our interest for generations throughout history. Nowadays, thanks to information brought to us by expert researchers, we can almost grasp the concept of lunar colonies with the knowledge that theres plenty of indicators showing abundance of the building blocks for carbon-based life as we know it: Oxygen, Hydrogen, Carbon, Nitrogen and high quantities of Helium-3 which is a great energy generator. However, there are unavoidable risks while trying to create human settlements outside our planet, the lack of an atmosphere being on top of that list among with the lack of a gravitational field. Given a strong enough gravitational field, its possible to negate spaces vacuum, rising temperatures and generating the conditions required to have life-enabling atmosphere and therefore prevent harmful radiation from reaching the moons now populated surface. This process will be time-consuming and hard, for its based on providing a high enough electrical current through powerful conductors located at two parallel locations that surround the satellites circumference.
Maintaining a systematic development premise, the proposals first stage is to take advantage of the thriving drone and robotics technologies by exploiting the overwhelming levels of radiation to power them and thus, facilitate the exploration and study of the moons surface and provide enough elements to assess the behaviour of lunar components and possible life form interactions. Growth will be gradual and incremental but this will allow us to cover each next stages needs in a more controlled fashion.
