Info for Unity version: Setupable script animate the buoys with floating effect, and light flashing and the glow lightning also script controlled. Sound effects and cloth simulation for flag. The glow plane always rotate to camera face, so you need to setup your camera in the glow plane in the inspector tab, please see the sample scene.
